Publication ethics

The scientific publication Bulletin of Abai Kazakh National Pedagogical University series "Art Education: Art – theory – methodology" undertakes to strictly observe the ethical principles established by various international organizations, such as the Committee on Publication Ethics (COPE), and maintains high publication standards by setting standards and norms for best practice compliance with these requirements.
The editorial board of the journal does everything possible to comply with ethical standards adopted by the international scientific community and to prevent any violations of these standards both in its work and in relations with all participants in the process of scientific publications: authors, reviewers, editors, publishers, distributors, and readers.

ORIGINALITY AND PLAGIARISM
Authors should make sure that the original work is presented in full and, in case of using the works or statements of other Authors, should provide appropriate bibliographic references or excerpts.
Plagiarism can exist in many forms, from presenting someone else's work as an author's work to copying or paraphrasing essential parts of someone else's work (without attribution) and claiming one's rights to the results of someone else's research. Plagiarism in all forms is unethical and unacceptable.

PAYMENT FOR PUBLICATION
The cost of editorial and publishing services for the prepress preparation of the publication (literary editing, proofreading, layout, verification of translations of metadata of articles) is 700 tenge per A4 page for authors from Abai KazNPU and 1000 tenge for third-party authors, payment is made only after receiving a positive review and the decision of the editorial board of the journal to publish the article in a specific issue. Articles of invited scientists are published free of charge. An annual subscription to the magazine is welcome.

RESPONSIBILITY AND PRINCIPLES OF THE EDITORIAL BOARD
The Editorial Board and the Editorial Board (editor-in-chief) in their activities are guided by copyright requirements, adhere to ethical principles supported by the community of leading publishers of scientific periodicals, and are responsible for the publication of copyrighted works, which makes it necessary to implement the following principles:
- relevance and originality of the published article;
- the reliability of the results and the scientific significance of the published work;
- recognition of the contribution of other authors to the problem under consideration with mandatory bibliographic references to the materials used;
- representation as co-authors of all persons who have made a certain contribution to the creation of the text and approved it;
- immediate measures to correct errors and inaccuracies in articles discovered by the author or identified by the editorial board to prevent their publication.
Unpublished data obtained from submitted manuscripts cannot be used or transferred to third parties without the written consent of their authors.
Information or ideas obtained during editing should remain confidential.
The editor has no right to allow information to be published if there are grounds to assume that it is plagiarism or contains materials prohibited for publication. In cases where it is necessary, the editorial board is ready to publish corrections, clarifications, refutations, and apologies.
The editor together with the publisher cannot leave unanswered claims concerning the reviewed manuscripts or published materials, and in a conflict situation must take the necessary measures to restore the violated rights.

RESPONSIBILITY AND PRINCIPLES OF THE REVIEWER
Reviewing helps the Editor to make a decision about publication and through appropriate interaction with the Authors can also help the Author to improve the quality of the work. Reviewing is a necessary link to informal scientific communications, which is at the heart of the scientific approach. The publisher shares the point of view that all scientists who want to contribute to the publication are obliged to do substantial work on reviewing the manuscript.
The journal uses double-blind (anonymous) peer-review in accordance with its policy.
The actions of the reviewer carrying out the scientific examination of the author's materials must be unbiased, which is expressed in compliance with the following conditions:
- the manuscript received for review is considered a confidential document that cannot be transferred for review or discussion to third parties without the permission of the editorial board;
- the reviewer is obliged to give an objective and reasoned assessment of the article;
- personal criticism of the author is unacceptable;
- unpublished data contained in the submitted manuscripts cannot be used by the reviewer for personal purposes.
A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript or cannot be objective (for example, in case of a conflict of interest with the author or organization) should inform the editor about this and ask to be released from reviewing this manuscript.

RESPONSIBILITY AND PRINCIPLES OF AUTHORS
The authors of an article about an original study should provide reliable results of the work done, as well as an objective discussion of the significance of the study. The data underlying the work must be presented accurately. The work should contain enough details and bibliographic references for possible reproduction. False or knowingly erroneous statements are perceived as unethical behavior and unacceptable.
The author (or a team of authors) is personally responsible for the relevance, novelty, and reliability of the content of the article, which implies compliance with the following conditions:
- knowingly erroneous or falsified statements are unacceptable;
- description of exclusively real facts, events, assumptions, etc.;
- mandatory registration of the source of fragments borrowed from publications or thoughts of other persons with an indication of authorship;
- excessive borrowing is unacceptable, as well as plagiarism of any kind, including unformulated quotations, paraphrasing, or appropriation of other people's thoughts;
- providing links to all the works that were important when writing the article;
- inadmissibility of submitting to the journal a manuscript sent to another journal and under consideration in it, as well as an article previously published in another publication;
- an indication of the co-authorship of all persons who have made a certain contribution to the creation of the article;
- it is unacceptable to indicate as co-authors persons who did not participate in the creation of the article;
- if any distortions or inaccuracies are found at the stage of consideration or after the publication of the article, it is necessary to notify the editorial board of the journal as soon as possible.
All materials published in the journal are objects of copyright (including design). Their distribution and copying (as well as copying to other sites and resources on the Internet) or any other use of information and objects without the prior consent of the copyright holder is prohibited.

TYPE OF REVIEW
All scientific articles submitted to the editorial office of the journal "Art Education: Art – theory – methodology" undergo mandatory double-blind anonymous review (the authors of the manuscript do not know the reviewers and receive a letter with comments signed by the editor-in-chief). A negative review is considered by the members of the editorial board of the relevant specializations and in case of divergence of opinions, the final decision on publication is made by the editor-in-chief.
The review of articles is carried out by members of the editorial board and the editorial board, as well as invited reviewers – leading experts on the subject of peer-reviewed materials. The decision on the choice of a reviewer for the examination of the article is made by the editor-in-chief. The maximum review period – from the date of receipt to the decision – is 1 month, but it can be extended at the request of the reviewer.

ARCHIVING AND AVAILABILITY
The journal "Bulletin of Abai Kazakh National Pedagogical University, and the series "Art Education: Art – theory – methodology" provides open access to its content on the official website of the magazine. This provides wider information access to the journal on the scale of the world scientific community. The journal's website also provides the necessary information for authors and readers about the journal's activities: publication conditions, rules for registration and submission of manuscripts to the journal, the procedure for forming the journal and reviewing manuscripts, publication ethics, information about the editorial board, contact details of the scientific editor and executive secretary. Readers and authors can get acquainted with electronic versions of the current issue of the journal and archives for previous periods.
The journal provides backup and preservation of access to the contents of the journal:
- All paper issues of the journal Vestnik Series "Art Education: Art – theory – methodology" are available in the university library, as well as in the editorial office of the journal;

The articles of this journal are directly accessible to everyone, based on the principle that free open access to research results contributes to increasing universal knowledge.
